premise is simple. Come up with a weapon perk idea, state whether it would work for a exotic or legendary weapon ( or both ), and state what weapon type it would work for, what weapon type it could work for, and what weapon type it definitely won't work for.
I'll be updating with my own ideas and the communities ideas. Credit shall be given in the post.

Exotic perks:[/b]
name: no fancy gimmick

[b]what it does:[/b] if the first round in the magazine is a critical, consecutive critical hits will deal more damage. this effect stacks until it hits the cap of 2x damage. however, a bodyshot stops the effect and causes your critical damage to deal normal body damage for the remainder of the opponents life. This effect only applies to one target, and will stop if another target is shot. However, without any of the punishments
once the effect is activated, the second crit deals 1.25x damage. 3rd hit deals 1.5x damage, 4th hit deals 1.75x damage, and 5th hit deals 2x damage. This is the cap, so any crit shot after this deals 2x damage.
Weapons it would work on:
suros slow rof, high damage auto rifles, and sniper rifles.
[b]weapons it wouldn't work on:[/b]
anything else ( it would be too op on scout rifles for example, but a hinderence on fast rof low damage auto rifles, useless on fusion rifles, etc, etc )

name: jack of all trades

[b]what it does:[/b] this weapon deals 1.5 extra damage to all shield types ( as opposed to the 2x damage using the right elemental weapon for a certain shield deals ) and causes the projectile color to turn red.

literally anything. Although I personally think it would be most useful on a primary weapon.

[b]what it does:[/b] consecutively killing 2 shielded enemies with a certain element causes the weapon to deal that kind of elemental damage

[b]what it does:[/b] hipfire accuracy is tremendously increased, hipfire cone of fire is tremendously decreased. Hipfire reticle is now easier to see. ads accuracy is slightly decreased.

all primary weapon types. Although I think it would work best on a medium rof scout rifle ( halo reach dmr anyone ? )

name: shock rifle

[b]what it does:[/b] weapon shoots slow moving projectiles that are incapable of critical damage, but projectiles aggressively track their target and almost always hit.
[b]weapons it works on:[/b]
only the shock rifle the fallen use ( I was really hoping this would be releason as an exotic along with the other fallen weapons ). The weapon would be a 3 round burst pulse rifle, the projectiles deal higher than average damage but the interval between bursts would be large and the burst itself would have a slow rof )

[b]what it does:[/b] rounds deal 35% more damage to shields in pve, and 100% more damage to shields in pve, but 35% less damage to non shields in both pvp and pve ( think covenant plasma weaponry )

Omolon fast rof, low recoil auto rifle, or Omolon faster rof, low recoil scout rifle

Alot of these are alright, but the negative outweigh the positives in some cases and ate incredibly situational, but would be awesome in those particular situations
