So does the new Law force people to break their religious standards?
If not, then the woman should go free.
If so, then you've just made every basic right we have void.

Edited by CHAINS: 9/4/2015 2:30:33 AMIt breaks nothing. They can choose not to work for the state, that is what their freedom of religion protects. It does not protect them from breaking the law by refusing to issue marriage licenses.

Can this Law overstep Freedom of Religion though? Because she's practicing her religion and about to be put in jail for her religious beliefs.

She is going to jail for breaking the law. Freedom of religion doesn't supersede the law in this case.
