Cite the US law that requires issuing marriage licenses to homosexuals.

That is a reciprocity agreement between states, the amendment ruling prohibited the exclusion of sodomite marriage. A state can still reject marriage as a whole, not issuing any or recognizing any marriage licenses. There are no federal laws requiring states to offer or recognize this service. Not goods in services. This situation is unique because marriage is believed by Christians to be an institution of God. Since homosexuality is wrong based on The Bible, then it would be wrong by Christian standards to issue them marriage licenses.

She can't decipher from a look that they have or haven't repented. But she can easily spot a homosexual who is unrepentantly and knowingly disobeying God in the eyes of her Religion.

Okay let me rephrase this: The Bible says that Homosexuals don't have the right to be married. That's the basis on her religion she's objecting on.
