Don't forget the House of Thieves. They have a base on Venus (Thieves Den) and it seems that they have a presence (or once had one) in the European Dead Zone as evidenced by the destroyed Walker and radio towers in Widow's Court.

According to Variks, they were destroyed by and assimilated with the House of Winter. However, AnonPig has a theory that Taniks and a bulk of the Exiles are from the House of Scars
