Tolands execution sounds like it would be super interesting

But it seems like it would be more of a quest line in which you learn about the work he dis and then end up breaking him about just before the execution. After this you and Toland are on the run from the the vanguard and city as a whole. Then you could expose the speaker as evil or something and be reinstated and as guardian.
