It isn't confirmed but there's more evidence supporting it is xur than any other person/being/thing. In fact, there is no evidence that it was anyone else but xur. Therefore, it's xur.

The characteristics and personality traits described in the grimoire card are that of only one character that we know of, xur. Tell me who else it matches? Other than the obvious descriptions, the quote the "character" uses in the grimoire about the nine providing him purpose is a direct quote xur uses when he visits the tower in the vendor screen. For some reason, the nine wanted skolas released and their agent xur did it
