I was under the impression that the queen released him to the nine where it was never confirmed what they did with him?

Not sure about that personally I just know that it is believed that skolas was a gift to the nine from the queen and that they then sent him back as I personally find it hard to believe he escaped from them lol

It isn't confirmed but there's more evidence supporting it is xur than any other person/being/thing. In fact, there is no evidence that it was anyone else but xur. Therefore, it's xur.

The characteristics and personality traits described in the grimoire card are that of only one character that we know of, xur. Tell me who else it matches? And what would their motive be to release him on the first place?

It's pretty clear that it's xur. Other than the obvious descriptions, the quote the "character" uses in the grimoire about the nine providing him purpose is a direct quote xur uses when he visits the tower in the vendor screen. For some reason, the nine wanted skolas released and their agent xur did it
