What do you think the nine are?
[spoiler]of course I have my own theory but I want to see if you corroborate or debate it[/spoiler]

The Nine are some council of either A) Jovian lords, or B) assorted intelligences, creatures, and various beings. Just as he City governs the Inner System and the Queen governs the Belt, the Nine govern the Outer System (the Jovian planets)

No clue. The Ghost Fragment: Legend card doesn't shine much light on them

True enough, I don't think any of the suggestions on that card are true, I think those are legends (as the card name suggests)
