Who created the Vex? I'd like to think the Traveler. Their organic cores are what the Vex actually are. They're microscopic organisms similar to radiolaria, but they've entered in a symbiotic relationship with a robotic body

That would explain the dangers in using Vex bodies as armor. So their creation would go along with the apparent "original story" where the Traveler created them in order to travel to other worlds and attack them under the guise of the Darkness.

I think they were more like helpers, assisting with the terraforming. But the Dark Heart corrupted their Axis Minds and, by extension, the Vex

How do they keep creating more units?

They're most likely self-sufficient (if that's the right word). Once they were created, they could multiply and create new bodies

A group of at least Nine legendary Guardians (not including Saladin) who patrolled and protected the City as the Titans were building the Walls

Thanks to the most recent Bungie stream, we also know that Radegast had, at one point, a [b]sword[/b]. One of the rare Titan Artifacts is a shard of said sword
