I do. Because I've played halo since combat evolved and never cared to set up an account. and I thoroughly enjoy the off topic forums. Now I won't insult you like the other guy because I don't want to be a complete dick but it would be totally unfair to bar 1 year users form off topic.

Unfair? What's unfair is to see the community I've been apart of for so long be torn apart by people who don't think they have to abide by the rules, and get away with doing so because of a broken system.
