not necessarily, it's idiomatic at this point -- kinda like how someone saying 'bless you' to someone else after they've sneezed doesn't necessarily mean they really think that person's soul is attempting to escape their body or whatever. most likely anyone saying 'hot damn' will be from the southeastern part of the country though.

I heard it used on the Mickey Mouse show once, when my son was watching and being brainwashed - lol. No offense to anyone and sorry for my stupidity...just never got that saying even though I understood it basic meaning, it was the "why of it" and not the "what" that slipped my cerebellum.

Definitely not American. Hot damn is just a very common phrase. There is no "why" involved in the phrase. Just a simple exclamation.
