What I mean by lightly regulate is there few laws regarding this technology and it would be easily attainable for anyone.
What I mean by heavily regulate is that only people who would need the technology, like a medical problem, would be able to get it.
The other 2 are self explanatory.
What I mean by radical sciences is everything from controversial medicine, like genetic engineering, to things like AI (artificial intelligence).

Have people like Stephen Hawking judge the research as to whether it needs regulation or not.
