The research lab itself was built by the Seven Seraphs, just like the Warmind's bunker

They were originally a faction that you could pledge to, just like Dead Orbit or FWC, but Bungie decided against it. They're still in the lore though. Their symbol is the symbol found in the bunker, as well as on Pocket Infinity, ACD/0 Feedback Fence, and Sleeper Simulant
