Iron Lords were at the very beginning of the City. Most people around that time would probably be humans as all Awoken were in the Reef at the time and Exos were probably deactivated?

Well a number beside their name is usually a trademark for an Exo like Saint-14, Cayde-6 etc. and I just noticed no Iron Lord has a number in their name which would mean there are no Exo's as Iron Lords. I don't think that's just a coincidence.

The number is how many times they have been "reset", so it's possible they haven't been reset

Well i have a theory that all Exo minds were wiped right after the Collapse. That's the reason why Lakishmi-2 has only been wiped once and why she has so many 'war stories'
