The Vex have been here since before the Golden Age, they just weren't active. The Hive were the main force during the Collapse, as well as the Vex. The Fallen arrived in the wake of the Collapse, very soon after the Darkness had retreated. The Cabal probably haven't been here too long, but they stay mostly on Mars, so we don't know too much

Since the Collapse, it's been a good few centuries. The Fallen have been here since then, and the Cabal not as long. The Hive arrived with the Collapse, and the Vex have been here for billions of years, only waking slightly during the Golden Age

It all depends on whether Twilight Gap or the Great Disaster happened first. Wei Ning, famous for fighting the Cabal, was killed during the Great Disaster, so that kinda puts a timeline in things
