I think fusion rifles will do just fine once the shotguns are cut down to size come 2.0

In the crucible, yes. However, I think that they should have a considerable base damage buff in PVE

Oh absolutely, especially because they can't score critical hits. I'd suggest a similar buff to what they have shotguns in pve
