Why are certain exotics getting buffed/nerfed if they won't have year 2 values?

For crucible

Gjallarhorn wasn't nerfed for crucible, and truth will always be used over it even if neither got Y2 stats. I'm also pretty sure no one wants to use necrocasm in crucible even after 2.0 since everyone is going to be trying out new guns to find the new meta.
