What Faction was replaced by the Future War Cult in the Tower and Consensus, and what was the reason for their expulsion?

The Future War Cult replaced the extremist faction, Concordat. It is unknown what their believes were, but they were possibly similar to FWC's, as the Consensus though that Concordat Guardians would most likely fall under the War Cult banner
