The Last City is in Nepal. That's why bungie had a big thing with the Nepal fundraising. Logistically, it makes more sense than Brazil. Why fight in the cosmodrome if that's half the earth away? And the calculations were flawed because the skybox API inverted the latitudes coordinates.

The mountains in the background of the tower match those in Pokhara Nepal. Do you believe that bungie made the earth and moon rotations and orbits 100% accurate? And if they did, do you think they accounted for the fact that earth is not a perfect sphere? And still, why fly half the world away to reclaim land? That makes no logical sense. If the city was in the Andes areas, we would be fighting in places around there. You can't reclaim land that's half a world away and surrounded by enemies on all sides.
