It's a nerf cannon exotic. Only works on people in crucible running Thorn and only kills shanks in PVE. Those shanks are TOUGH don't you know!

This is quite unsurprising. The nine realize that oryx is coming and he will be a substantial threat to them because he will arrive on Saturn, a cisjovian planet. Xûr is probably there to issue a warning, ask for your help, or aid you in your quest. Either way, just like the queens wrath for house of wolves, he's hyping up for the taken King and laying out the story.
