To play devil's advocate while it's interesting as far as world bosses go while you can pull up a list of gamers in your given area I personally often see very few people in my area meaning if this is common it might be hard taking such a boss on. Patrol's aren't something you should have to search for a team to do yet if you've got the bad luck to not have a good group nearby the world boss would be impossible or extremely difficult meaning you'd have to get up a team like you would for a strike. This would also make strikes obsolete as it's essentially the same thing, just in a different exit-able location, so it's unlikely they'd implement it. As to the harder patrols I kinda get why people want them after they reach such a high level, but the game mechanics make it so even the lowest level enemy can defeat you given the right opportunity along with certain enemies like vandals still being a never ending pain. That along with various ways to take on tougher versions of enemies you've faced such as PoE, a handful of strikes on various difficulties, and of course replaying missions on harder difficulty means I just don't see the appeal/benefit in making patrols harder. Seems like a lot of work for the programmers and designers for little gain so I doubt they'd take the time to do it.
