I think it's just the legendary weapons that are "frozen in time" exotic weapons and armor will always be upgradeable

Only some exotics

Oh well at least some are. I don't really mind really. I'm sure there will be new op weapons with the dlc. And you can always still use past exotics in normal crucible modes so they aren't completely useless

2/3 Rds of the exotics are now unable to upgraded past there current attack stat

Already did, don't remember them saying only a third of exotics will be able to upgrade.
