Neither. He wanted people to fear batman again as now if he didnt fake his death people would see batman and not be intimidatedas hes "just a billion dollar playboy". Now he uses fear toxing so batman is a "myth"

No it wasnt it implicates rocksteadys last game. He would be their from the beggning and end The beginning was arkham asylum and the end was arkham knight If he was there from batmans beggining to his end he would have appeared before asylum duhh
