I think they need to just bring all the old exotics back [i]and[/i] let us use more then 1 at a time. It would solve both problems. If we could use more than 1, than people will make interesting synergistic builds instead of just going for the "most OP" exotic. Meaning nobody will just use the same exotics month after month. Basically make it like Diablo 3. Combine legendary effects to make an awesome character build that's fun to play.
