I don't think they would nerf Gjallarhorn if they weren't planning on allowing us to upgrade it in the future.
That's like the vet saying "Your dog died, I'm sorry. You can get a different kind of one though! Oh BTW after he died we went ahead and chopped his balls off."

Looking at the Twitch replay (around 44:15 into the video) it seems like not only Gjallarhorn will not be brought forward (as announced in the weekly news) but also IceBreaker will stay as year one only

I have been bringing this up a lot. They are nerfing Black Hammer, and because Black Hammer is a legendary from year one it will not be upgradable, and they are still nerfing it. So this argument holds much less water than people think.
