It looks to be a silent confirmation. If you rewatch the stream around the exotic blueprints, you will notice everything grayed out since it isn't upgraded. Except for the namesake perk on the Light Beyond Nemesis they showed. Plus when they hovered over Necrochasm, everything was highlighted on the perks. This may suggest that you will have to level up the new Taken King versions of the exotic gear. Which makes sense since it technically is a different piece of gear. But I may stand corrected when the Taken King is released next month.
