why wasn't all this on the year 1 release? seems like basic stuff they should have got right from the start.

And it will be in a free patch. D'you think they'd fork the universe into two separate games, and deal with your account teleporting between them every time you download or delete an item of DLC? It'll be exactly like Crota and TDB, where everyone gets the patch, everyone gets to see the gear, but only if you pay can you play the new activities that give it out.
