You apparently have no conception of how software works, and I haven't the time or patience to explain the technical limitations, so lets leave it at this: No, you will not be able to retrieve exotics/emblems/shaders/etc that you have previously dismantled. However, I don't believe that they are removing existing content, so if you dismantled a Y1 emblem or shader, there shouldn't be anything prohibiting you from obtaining it once more.
