What I mean is when you use your super and it's almost powered down your super gains additional properties ex: sunsinger warlock activates super and after the super energy is half or three quarters of the way gone their super gains additional properties like a blinding light or a third grenade or a solar shield, or a bladedancer's arc blade turns into a sword or gain an AOE (Area of effect) where ever they go or are able to throw their arc balde etc. you know where I'm going with this so if anyone thinks this is a good idea comment.

Isn't that from kingdom hearts? Maybe instead to fix it for one time use supers, if you activate it with less health you get more damage or something

The problem is that some Supers only hit once. Fist of Havoc and Nova Bomb would gain nothing. This change would unbalance the game in favor of the "continuous" Supers, unless they were correspondingly nerfed. Its an interesting idea, but probably more trouble than it's worth.

No, because nova bomb and fist of panic are one time uses. They don't have a charge, and won't get a perk unless the whole super is changed. It's more or less the same with golden gun, but you could do something with the third shot.
