I always thought it was weird that the first vendor you run into at the tower doesn't do anything for most players.

"special requisitions vendor" sounds like the kind of thing that you mind need if, say, trading were a thing. I hope, seeing that trading will never ever be a thing, that Bungie isn't thinking about any permanent removal of Tess from the tower. That would make me very very sad.
