(The original name was to be "The Joker" but I thought how it would be very similar to Batman so I changed it. Tell me down below if you think it should stay as "Mad Men" or "The Joker". When I was going to use "The Joker", the first mod was going to be called "Jokes on You" instead of "What do I burn?". Tell me which you like better.)
Description: "Some men watch as our worlds grow and expand, but others want to watch our worlds burn"
The "Mad Men" would have the base look of a normal rocket launcher (The base rocket is the "Harbinger") with the top portion removed so the only thing left is the tube and everything underneath it. The main tube would be covered up because there are 8 smaller ones that fire mini tracking rockets. These smaller tubes would circle around the base tube and be a full circle.

The "Mad Men" Rocket Launcher would fire unlike any rocket in Destiny now. It would fire similar to the rocket salvo from Titanfall. When you hip fire with this rocket launcher it will fire exactly like the rocket salvo; The longer you hold the trigger, the more rockets are fired. Instead of aiming down the sights, this rocket launcher will lock on to up to 16 different targets at once and can lock on to a single target more than once, thus it is great for clearing large groups of enemies at once and for locking on to a single boss.

Base Stats:
Rate of Fire: 18 (It shoots like the rocket salvo and has full auto)
Blast Radius: 35
Velocity: 96
Stability: 62
Reload: 44
Magazine: 16 (max ammo with carry more heavy ammo: 48)
Each rocket from the "Mad Men" will be very fast but will have bad blast radius, thus one rocket isn't enough to clear a crowd but a lot can. Each rocket does 1/4 the damage of a normal rocket in PvE and 1/2 the damage in PvP.
Perk tree:
1st column:
[b]Solar Damage[/b]: This weapon causes solar damage
[b]What do I burn?[/b]: Hip firing with this weapon shoots unguided rockets that spread out the farther they go and aiming down sights locks on to targets in your line of sight.
2nd column:
[b]Warhead Verniers[/b]: More Velocity and Blast Radius. Increased recoil.
[b]Smart Drift Control[/b]: Predictable and controllable recoil. Penalty to Velocity.
[b]Countermass[/b]: Less recoil. Penalty to Blast radius.
3rd column:
[b]Luck in the Chamber[/b]: One random bullet in the magazine causes considerable bonus damage.
4th column:
[b]Quickdraw[/b]: This weapon can be drawn unbelievably fast.
[b]Perfect Balance[/b]: This weapon has extremely low recoil.
[b]Speed Reload[/b]: Reload this weapon quickly.
5th column:
[b]Anarchy[/b]: Each rocket has enhanced tracking and is on fire. The speed at which each rocket locks on to a target is increased.
(The rockets on fire would be a cosmetic thing that doesn't burn enemies it hits.)

Not sure I quite understand your design, but I have been thinking that it may be awesome to have a low blast radius, high rate of fire, high capacity rocket launcher that tracks like truth. This way, you can focus fire rockets on a single target rather than spread decimation over a wide area. The key would be balancing the high ammo capacity for a rocket launcher with the low blast radius to make sure its balanced. It would probably wreck in crucible too unless they tampered how much you get per ammo crate or how much damage it does.
