Black hammer and other guns are being nerfed because they are so advantageous in most situations that, by being so powerful or effective, they inadvertently made using any other guns of that category, useless. The point of an fps like this with a huge variety of weapons, is for their to be a balance between all weapons which would make it EQUALLY advantageous to all players to use any setup of the best quality of guns and still be equally effective as any other setup that another player uses.
Black hammer (and other guns like it in the patch), breaks this idea. It ruins the foundation of a mmorpg/fps like this by making it so that if you have black hammer, using any other sniper rifle is meaningless or less effective. At this point is when a developer like bungie has to make a decision upon what they see... they ask themselves "what guns are being used to much" then they go and test those weapons. Then they decide which weapons maintain and unfair advantage over its peers (other weapons in its weapon type and model). Once this has been established they have to decide, are we going to nerf the thing that is too powerful, or buff all the other weapons that are too weak?
In this case it is easier and more logical for bungie to nerf black hammer instead of adding an array of better perks to all other snipers in the game. It is good that they are needing black hammer. Yes, you kids are going to whine about it because black hammer is a cheat of a weapon (like gjallarhorn) that makes doing all PVE missions easier. But this gun makes those missions easier than bungie intended for them to be. It's supposed to be difficult. Everyone should have to have the same difficulty doing a raid or mission whether they have black hammer or not. The nerf is good people.
