You're just bad with it lol. It's my favorite gun for pvp. It's a legit 2 burst kill.

So is The Messenger and Red Death. It's a good pulse rifle but I don't get why it's so hyped

Higher stability + Hidden Hand makes it easier to get the 2 headshots to kill. I don't even have a great roll on mine, but it wrecks.
