My guess is the voters are saying skolas is the hardest because he's the latest, therefore the highest level. You gotta think of the bosses when they were new. Sure atheon is a breeze now since we can be 4 levels above him (I may be wrong on the level). But when we were fighting him as 28-30, he was a lot harder...
