Overpowered weapons in PvE would make it very boring though.

That's completely a personal opinion. But I actually agree with you! Ghorn is immensely overpowered right now, and I think using it is boring, too. And you know what? I don't have to use it! If you feel that overpowered gear is boring, then you have the ability not to use it. :D Just because you don't want to use it, doesn't mean some one else shouldn't be able to. If Bungie allows players to upgrade gear, it doesn't effect your choices at all, and you'll be free to play the game however you chose; if Group A gets to make the same choices in both scenarios anyway, why is Bungie limiting Group B?

This is how gear progression works beside why should year one weapons has the same damage as year two. Year one was made for year one which is where it should be effective for not year two. If this is the case why even have tiers to the weapons and gear just have everyone thing be common with different perks.

They let us upgrade Vanilla gear to 365. "Vanilla gear was designed to be useful in Vanilla activities, why should it be useful in DLC #2!?" They already set precedence, man.

Which I stated earlier was a mistake they should have left the weapons lock in time like they said they would.
