Do you know what MMO stands for? I didn't say MMORPG so don't get the two confused.
MMO means "Massively Multiplayer Online"
Any game that is shared-world, online only, is an MMO.
You can very clearly see what they are doing with TTK is pulling the game back towards standard MMO archetypes. They tried their own thing (light levels, poor story, using the same gearsets/weaponry, lack of quests, rehashed crap) and it failed. Now they are swinging it back in line with what works in other MMO games and I love it.
