No, HoW weapons turned out to be garbage due to poor design perks. Shank Burn? Disciplinarian? LOL... those narrowly specific perks just couldn't compare with the gear from Vanilla and TDB when all things were equal. Solution? Don't make weapons with Shank Burn! I mean, really - when was the last time that a Shank frightened you to death?
