Power creep dude. Look into it. If they left the gally, and other OP weapons as they are forever, think about how ridiculous each new iteration would have to be in order to satiate our desire to grow stronger.
Truthfully, i realize now that bungie blew their load [u]way[/u] too early, like some sixteen year old amature.
