Strangers rifle is not a legendary so I don't see your point.

Technically it is... For old standard blue weapons. Before tdb and HoW dropped.

I don't quite understand the space requirements for extra vault space.

There are people who believe that there is something unique regarding that first rifle you get in the game and the strangers rifle. Both of which will always sit in the vault for no reason. Then there will be a demand for nite vault space for the wrong reasons.
