It is entirely true, if you actually read some grimoire cards you can see that TDB and HoW lead up to TTK (Ghost Fragment Queen 2). The story is what justifies needing both expansions.

Well that's not true. On the ps4 I can buy TDB and or the HoW but if I don't have the PS+ I can't play them until I purchase the PS+.
