Here are my speculations of the Cabal. My information is based upon Grimoire Card: Ghost Fragments Cabal. The card states how a Ghost searched for a Guardian located on Mars. It is unsuccessful as he cannot find anything alive. Although he stays with the Cabal, "Their runty piggish eyes to dull to see me, but the Psions are different, throwing their minds around." As he stays with the Cabal he stated of a massive empire that lies behind them, while some pledge alignment to the Empire, others but heads with each other questioning authority.
Now finally, heres my theory. When the Cabal Empire took notice of the Travelers existence in our solar system, they sent a Fleet out to invade. The Cabal quickly made work of Mars. Although they couldn't move closer to Earth for the Vex and Hive stood in the way. They instead dug into the planet, completely militarizing it, waiting for another Fleet to come, as Zavala said in the Cerberus Vae III Strike. Just like the Hive waiting for Oryx.
They waited for what seemed an eternity, then the Vex waged war upon the Cabal to protect the Black Garden when they got too close. The Grimoire Card states that a group of Cabal focus solely on the investigation of the Black Garden and pushing the Vex out of the Clovis Bray. Although pulling the Cabal out farther into Mars may be the Vex strategy.
Eventually some Cabal formulate that another Fleet will not come starting a Civil War between the supporters and the separatists trying to survive. This is what destroyed the Cabal. They destroyed themselves and this is why they never tried to expand. There was no fleet coming and they couldn't wait any longer. They could not challenge Guardians directly and that is why you don't see them in the Story until the end. The Fallen, Hive and Vex directly challenge the Guardians except the Cabal. The Cabal must rebuild first. The fourth DLC I think will be that the Cabal finally get another Fleet and then start the Invasion. Well that is just my theory anyways...

The House of Kings on earth are the noble fallen and currently the strongest and most intact fallen. Think about it

House of Exile/Iron-No Kell, no prime, no archon
The Kings remain on earth to try and take back the traveler or as the call it, the great machine. Maybe the Cabal might be thinking the same... Read my theory, the Cabal we fight are destroyed, the Lost Legion of a galactic empire. Maybe they came here to take the traveler and gain dominance over other races that use the darkness. Who knows really, but the Cabal are possibly the most interesting race jere

Theories of the Cabal (Rebooted)
After observations of recent events in the destiny community, I have decided to reboot my theory and make some slight modifications to it. Within my rebooted theory, you will see that it's based mostly upon my original theory with some added information.
After ghost hunting on Mars, I came to notice how the Cabal had turned the buried city and the Freehold into a military bunker, not a fort but bunker. I came to think that the other races of the darkness had to come to our solar system with different intentions but all relating to the traveler. The Vex's intentions we know little of although they do posess a dislike to the travelers light; the hive have come to end all light in their crusade against it; some fallen have come here as refugees after the Whirlwind and some seek to steal the traveler back. The Cabal, however, may not have any motives involving the traveler at all. The Cabal have never engaged us directly unlike the other races. They are more concerned about taking over Mars and they quite possibly hate the Vex more then us. This race has absolutely no connection to the darkness what so ever and I question, what are their intentions and why are they here? We know the will not challenge the hive being that they are afraid of them, they are in a constant war with Vex and have no quarrel with Fallen and don't seem to care much about us. The Cabal like I've said before are part of a legion that was sent here for an unknown purpose and when things went sour, reinforcements never showed up. Some Cabal fought amongst each other as stated in the grimoire and some Cabal broke off in a conquest of their own, Val Aruan and Valus Traugg. Now the Cabal are focused more on surviving and turning Mars into a bunker. I have also learned that Cabal also have territory on a few of Jupiters and Saturns Moons. This supports my theory of Cabal breaking on separate conquests or rebellions. I have also learned of a distant Cabal based DLC called 'Forge of the Gods' in which I believe the Cabal receives reinforcements and they start to invade. That is what I thought previously. Now I believe we challenge something called the Cabal High Council. The Cabal High Council are the leaders of the current legion we face, they control promotions (Which are very important in Cabal culture) and they make decisions. I believe that we travel deep into a Cabal bunker and take out the High Council. I'll be back to explain more in detail but until then, this is what I have!

Definitely the most interesting faction, and the least explored. We will probably get more info about cabal during the taken King. The fighting engagements are definitely the most difficult, due to phalanxes . I can't stand having to shoot their guns when angry is on.
