It is justified because it just trivialises pretty much all bosses, I mean phogoth and archon priest don't even get a chance to shoot or move because they are permanently stun locked. However, they should have gone about the nerf in another way, by keeping the gun as it is but making it exotic, meaning you can't use it in conjunction with ghorn, not taking credit for this. It was MAK's idea.
