Can someone seriously justify the Black Hammer nerf?

I really don't see why this is getting nerfed at all. Who can convince me? It makes no sense...

They didn't want people stun locking the boss for the whole fight, kind of how they didn't want people melting skolas when he had burns. So they fixed it
