I agree. The actual situations where you can get three crits in 2.5 seconds are not that common. Mostly tanks, a few bosses. Just think of it as a tank burn perk.

No legendary weapon of any kind should have infinite ammo.

It has infinite ammo only in special, rare circumstances. The only difference the nerf will make is that if - say - you are using a shotgun in the previous room, then switch to Black Hammer for a tank, you might have 4 or 5 rounds of ammunition and need to use a special synth. White Nail sounds like a bigger deal than it really is except in a few situations.

Raid legendarys are unique and think about this its a dlc weapon we already paid for they cant change it

Think about this, all of the vog weapon perks (minus the ones that boost damage solely in vog) can be found in any other legendary weapon in the game if you get lucky but they are still some of the best weapons in the game. The ability to shoot 18 sniper rounds without reloading is still incredibly strong. Also it's their game they can do whatever the -blam!- the want to it.
