please give each vendor sidearms only available to that vendor, add different types like 6 ninja stars, cross bow, energy sword, energy core that gives you a bar of energy to generate energy projectiles similar to a haduken or fireballs, or voidballs, or it could even be guardian light that they shoot/emit.
shotgun-handcannon EXOTIC sidearm, no range but 1 shot kills like a shotgun, 4-6 round clip because like a desert eagle that .50 caliber round makes for a smaller magazine capacity.
Also to make sidearms a mainstay, i say create common-uncommon-rare-legendary that drop at lower story levels in the game so people arent confronted once they reach 20 with this new weapon type, though its similar to hand cannons and more realistic range and power.
and if possible, make it so that sidearm is its own category amongst Primary-Special-Heavy, but unlike those where you can hold additional weapons in inventory, you can only hold and equip 1 sidearm so that its truly just a secondary emergency option like a weapon-sidearm hidden in your sock or a concealed carry weapon.

We certainly need more variety of sidearms. Rare weapons and uncommon included. Vender specific is a huge jump assuming they don't even have all primary's for each fraction... New Monarchy/Dead Orbit Pulse Rifle....
