If you have a dice that has numbers 1-10 it does not mean that in ten rolls of that dice 1 rolls.
Every time you roll the dice, you have a 1/10 chance in getting 1.
If you don't get it, that changes nothing. Next time you will still have a 1/10 chance getting 1.
So it is possible to never get 1, and that means that the reward system is balanced.

Hell, even flipping a coin... You can flip a coin and gets heads 7 times in a row, on the 8th flip the chance to get heads again is still 50/50.
