More Players = More Server Power (A memo about Lag)

Lately, I've noticed an increased amount of lag/hang-ups. This is more toward the PvE maps than the PvP maps. In PvE, when transitioning from the "border" of one area to the other, I've had my character get hung up (literally frozen in place) from anywhere between a few seconds to a max of 5 minutes (then dropped from game). I'd like to say this is a rare occurrence or maybe weekly, but I have had it happen about once a day. I only get in about 2 hours of gameplay when I play Destiny, and I get at least one hang up during a session.
Now, to address PvP, I experience it primarily in the Crucible Control maps. That's usually all I play since I can't compete with the players in Trials of Osiris (I'll never see Mercury, but I guess that's how it's designed). I hear that the lag is exceptionally worse there which logically makes little sense considering you have 6 player inputs to sync versus 12. However, in Control, I've noticed the occasional goober make top of the charts by his teleporting, damage-shrugging, insta-killing lag. Strangely, these types of players aren't dropped for poor connections and when I play with my Fireteam, no manner of reporting seems to address the issue.
While I am all for fair play and equal opportunity, there needs to be a built in lag kick where players are ousted for connections too poor to perform. A little lag (like the type that turns a hairline kill to a postmortem) is okay, but the cyber ninjas and teleporting juggernauts are not.
