If it doesn't have a birth certificate it cant contribute money to elections, campaigns, or give any money at all to elected officials. So basically companies, corporations, groups, organizations, etc cannot donate money politically, and individuals can't donate more than 1,000 dollars which includes entry/access/ticket/dinner plate fees per election cycle.
