Then they have to test it and make sure they didn't cause any problems with other aspects in the game. So by the time they do this with only a few people wanting it the new dlc will be out and in every dlc the upgrade path changes. So by theory it will change again.

Most times when they implement a new change they screw something up somewhere else. I think you give them too much credit.

They are already making it to where weapons get better based usage. Who knows what they will do with armor.
