I believe everything is going to be based off Light Level now and starts at 34.
Which i think is better and I think easier for Bungie to balance the weapons now.
Gear also Light Level.
And year One gear wont be able to switch to it. So ya.

Are you wacko? Devs still have full control of gear stats. It's proven with the addition of the Teir 0 ascend perk on gear you already had equipped, and the weapons tuning updates.
